Jointly Developing Domestic and International Clean Energy Markets: Yingchen (Xiong’an) Signs a Framework Cooperation Agreement with the Development Company

On April 27, Yingchen (Xiong’an) Energy Technology Co., Ltd. (hereinafter referred to as “Yingchen (Xiong’an)”) and Guangdong Provincial Power Development Co., Ltd. (hereinafter referred to as “the Development Company”) signed a framework cooperation agreement in Guangzhou. The two parties will fully leverage their respective strengths to engage in in-depth collaboration across the entire lifecycle of clean energy projects—both domestically and internationally—including resource acquisition, development and construction, operation and maintenance, and upgrading and retrofitting—thereby promoting the sharing of resources, information, technology, and management practices and jointly achieving high-quality development.
To further facilitate the implementation of relevant projects in Malaysia, YingChen (Malaysia) Sdn Bhd, as the core local entity of YingChen (Xiong’an), has also signed a tripartite framework agreement with EcoRise Solar Sdn Bhd (hereinafter “EcoRise”) and a development company. The three parties will focus on Malaysia’s emerging renewable-energy market, collaborating locally to develop and deploy clean-energy projects and thereby supporting the country’s green transition of its energy mix. Under the agreement, the collaboration will cover various project types, including utility-scale photovoltaic systems, commercial and industrial distributed PV, zero-carbon industrial parks, and microgrids for mining areas, with a total installed capacity of approximately 500 megawatts. Prior to the signing ceremony, representatives from all parties engaged in an in-depth exchange on the local market policy environment and the preliminary preparatory work for the projects.

All parties unanimously agreed to fully leverage their respective comprehensive strengths in funding, resources, technology, and management; strengthen coordination, collaboration, and information sharing; and jointly advance the development and construction of projects to ensure their successful implementation. Yang Bai, Chairman of the Power Development Company, extended a warm welcome and expressed his gratitude to all visiting delegations. He stated that, as a wholly owned subsidiary of Guangdong Energy Group Co., Ltd., the company will capitalize on its resource advantages and extensive experience in the development, investment, construction, operation, and management of large-scale energy projects to accelerate the realization and completion of high-quality energy initiatives. Yin Guibao, General Manager of Yingchen (Xiong’an), thanked the Power Development Company for its longstanding attention and support, and provided a detailed overview of the company’s positioning, current development status, and future objectives. He emphasized that the two sides enjoy deep-rooted cooperation, complementary strengths, and aligned goals; that the company possesses mature capabilities in the development of new-energy projects and in delivering cutting-edge technical solutions both domestically and internationally; and that it looks forward to fully leveraging its technological and professional expertise to play an active role in the formulation of preliminary project-development plans and in the subsequent advancement of project implementation. During the symposium, Li Zhisheng, General Manager of EcoRise, noted that the company boasts abundant local resources, strong government relationships, and robust project-delivery capabilities in Malaysia, and expressed its willingness to draw on these strengths to provide localized, integrated services that will help ensure the smooth progress of the project. Chen Junhua, Deputy General Manager of the Power Development Company, Liu Shengcheng, Deputy General Manager of the company’s Wind–Solar–Storage subsidiary, and Wu Lin, Southeast Asia Regional General Manager of Yingchen (Xiong’an), also attended the symposium and the subsequent signing ceremony.
